Key Responsibilities of the Digital Strategy Senior Consultant

The Digital Strategy Senior Consultant will be involved in the development and execution of digital transformation strategies for Pakistan’s government.

The role is primarily focused on providing expert advice in the areas of ICT policy formulation, digital strategy development, and ICT project management. Here’s a breakdown of the core duties:

Strategic Planning and Digital Transformation

1. Formulating digital strategies aligned with national objectives, such as the Digital Pakistan initiative.

2. Designing and implementing strategies for ICT policy and regulatory frameworks in the public sector.

3. Identifying key areas for digital transformation, leading the development of digital infrastructures, and ensuring these strategies are successfully executed.

Leadership and Stakeholder Engagement

1. Leading and mentoring teams in public sector digital initiatives, ensuring alignment with long-term goals.

2. Managing relationships with stakeholders, both government officials and international partners, ensuring consensus-building in policy decisions.

3. Presenting comprehensive reports and updates on the progress of the Digital Economy Enhancement Project.

Capacity Building

1. Driving capacity building within the public sector, focusing on improving digital literacy and strategic planning within government institutions.

2. Supporting process re-engineering and streamlining operational workflows in line with digital strategies.

Essential Qualifications and Experience

To apply for this position, candidates must meet the following requirements:

Academic Qualifications

1. Minimum of 16 years of education in an ICT-related discipline (Information Technology, Computer Science, Engineering, etc.) from an HEC-recognized university.

Professional Experience

1. A minimum of 20 years of experience in the ICT domain, including senior-level involvement in public sector digital projects and ICT project management.

2. A deep understanding of digital transformation, policy development, and ICT strategies within government or large multinational organizations.

3. Familiarity with international standards and frameworks related to digital public infrastructure is a plus.

Required Skills for the Role

1. Strategic Leadership: Ability to provide strategic advice to high-level management and lead multidisciplinary teams.

2. Communication Skills: Exceptional written and verbal communication skills, including the ability to produce clear, actionable reports.

3. Problem-Solving: Strong analytical skills to identify challenges and design effective solutions for digital initiatives.

4. Negotiation: Excellent negotiation and conflict-resolution skills to navigate different stakeholder interests.

Contract Details and Remuneration

The Digital Strategy Senior Consultant will be hired on a 24-month contract basis. The position is remunerated according to the World Bank guidelines, with travel expenses covered as per the rules. However, it does not include medical or other benefits.

The consultant is not required to adhere to specific working hours or days, offering flexibility for those balancing multiple professional commitments.
