Manager Finance & Accounts at Ignite – National Technology Fund

Job Description

Ignite – National Technology Fund is looking for a highly skilled and experienced Manager Finance & Accounts. This is a contract-based role with a focus on financial management and accountancy.

Key Responsibilities

As the Manager Finance & Accounts, you will be responsible for a variety of key financial management tasks:

1. Financial Management: Oversee and manage financial activities, ensuring that all operations align with the organization’s goals and objectives.

2. AGP/AGPR/FTO Handling: Handle all matters related to AGP (Auditor General of Pakistan), AGPR (Accounts General Pakistan Revenues), and FTO (Federal Tax Ombudsman), ensuring compliance with all financial regulations.

3. Budgeting & Accounting: Lead the preparation of budgets, ensuring they are realistic, timely, and in line with financial strategies. Manage accounting processes, ensuring accurate and transparent financial records.

4. Auditing & Compliance: Conduct and oversee internal audits to ensure compliance with regulatory requirements and identify areas for improvement in financial processes.

5. Stakeholder Management: Manage relationships with key stakeholders, including the Ministry of Finance (MoF), Ministry of Information Technology & Telecom (MoITT), Pakistan Telecommunication Authority (PTA), and Universal Service Fund Company (USFCo).

6. Drafting & Reporting: Prepare and present reports for Board Meetings, and ensure that all documentation is clear, concise, and professionally presented in English.

Required Skills and Qualifications

To apply for this role, candidates must meet the following requirements:

Experience

1. A minimum of 5 years of professional experience, with at least 3 years in financial management activities.

2. Proven hands-on experience handling AGP/AGPR/FTO related matters is a must.

Educational Qualifications

1. Post-Graduation/Masters in Finance, Commerce, Business Administration with majors in Finance, or equivalent.

2. ACCA, CA, or ICMA qualification, or a relevant foreign qualification will be an added advantage.

Key Skills

1. In-depth knowledge of financial management, budgeting, accounting, and auditing.

2. Strong familiarity with PFM Act 2019, PFM Regulations 2021, and TSA Rules and Regulations.

3. Excellent English language skills, particularly in noting and drafting documents for Board Meetings.

4. Strong communication and stakeholder management skills with government organizations and other relevant bodies.
