The Ministry of Information Technology & Telecommunication (MOITT) is a cornerstone of Pakistan’s digital transformation efforts.
Under the Digital Economy Enhancement Project (DEEP), the MOITT is seeking a qualified Policy, Program, and Research Consultant to lead and support key initiatives. This contract-based position offers an excellent opportunity to contribute to Pakistan’s digital economy development.

Eligibility Criteria
Qualifications
1. A minimum of 16 years of education in ICT, Business Administration, Public Administration, Project Management, or related fields from a reputable/HEC-recognized university.
Experience
1. At least 10 years of professional work experience in strategic project and program management.
2. Preferably, experience in digital transformation projects.
Skills
1. Proven ability to manage complex projects involving multiple stakeholders.
2. Familiarity with international organizations, especially World Bank procedures, is a plus.
3. Strong analytical, communication, and problem-solving skills.
4. Experience in monitoring and evaluating project performance.
5. Background in international donor-funded projects and consultancy firms is advantageous.
Age Limit

The Policy, Program, and Research Consultant will:
1. Oversee the planning, implementation, and management of critical digital economy initiatives.
2. Collaborate with international and local stakeholders, including government bodies and donors.
3. Utilize advanced evaluation techniques to ensure project success.
4. Adhere to all World Bank and Government of Pakistan regulations.
5. Ensure timely preparation of reports required by the World Bank and government authorities.
