The Ministry of Information Technology & Telecommunication (MOITT) is inviting applications for the position of Senior Procurement Specialist.

About the Department: Digital Economy Enhancement Project (DEEP)
The Digital Economy Enhancement Project (DEEP) is a government initiative under the Ministry of IT & Telecom, designed to accelerate the growth of Pakistan’s digital economy.
This project focuses on improving the digital infrastructure, enhancing online services, and fostering innovation in the technology sector. As a Senior Procurement Specialist, you will be part of a dedicated team working on procurement processes and supporting project implementation.
Job Responsibilities of Senior Procurement Specialist
As a Senior Procurement Specialist, your primary responsibility will be to manage the procurement activities for DEEP. Below are the key duties:
Key Duties:
- Procurement Management: Oversee and manage procurement processes for the project, ensuring all activities are in line with the guidelines set by the World Bank and Government of Pakistan.
- Contract Administration: Draft, review, and manage contracts for the project, ensuring compliance with applicable regulations.
- World Bank Procedures: Apply your knowledge of World Bank procurement processes to ensure effective implementation and delivery of procurement objectives.
- Coordination: Work closely with project stakeholders, including the Program Director PMU, to ensure the timely and efficient execution of procurement-related tasks.
- Reporting: Prepare and submit procurement reports on time, in accordance with World Bank and Pakistan’s requirements.
- Guidance & Compliance: Advise on procurement procedures and ensure compliance with relevant laws, regulations, and project guidelines.
Required Qualifications and Skills
To qualify for the Senior Procurement Specialist position, candidates must meet the following criteria:
Educational Qualifications:
Minimum of 16 years of education in Business Administration, Supply Chain Management, or related fields from a reputable, HEC-recognized university.
Experience:
At least 10 years of professional work experience in procurement, with significant experience in managing procurement for public or private sector projects.
Experience with international donor-funded projects, particularly World Bank projects, is highly desirable.
Certifications (Optional but Advantageous):
Certified Purchasing Manager (CPM)
Certified Professional in Supply Management (CPSM)
Skills:
Proficiency in World Bank STEP System.
Familiarity with Pakistan Finance Regulations and local procurement procedures.
Strong technical understanding of procurement processes and implementation.
Remuneration and Benefits
The Senior Procurement Specialist will be appointed on a contractual basis for a period of 48 months. Compensation will be aligned with World Bank guidelines for individual consultants.
Travel expenses will be covered as per World Bank and Government of Pakistan guidelines.
This is a consulting-based appointment, and medical or other benefits will not be provided.
Work Schedule and Reporting
The consultant will report to the Program Director PMU, Ministry of IT & Telecom.
The work schedule will be aligned with the Federal Government of Pakistan’s working days and timings.
The Specialist must wear official attire and comply with all governmental rules.
Age Limit
Applicants must be under 70 years of age at the time of application.

The selection will be based on the following criteria:
- Educational Qualification: 20%
- Work Experience: 20%
- Additional Skills/Expertise: 10%
- Interview: 50%
