The Punjab Municipal Development Fund Company (PMDFC) is seeking a Senior Program Officer for its Environment & Social Management department.
This is a contract-based position aimed at enhancing environmental and social management practices within Punjab, particularly through the development and implementation of various assessment frameworks and strategies.

Key Responsibilities
As a Senior Program Officer for Environment & Social Management, your primary responsibilities will include:
1. Environmental & Social Assessments: Conducting environmental analysis and social safeguards assessments to ensure projects are aligned with government regulations and global best practices.
2. Preparation of Key Documents: Developing key environmental and social management plans (EMMPs), environmental impact assessments (EIAs), and initial environmental assessments (IEAs) for ongoing and future projects.
3. Social Impact Management: Managing and addressing social issues arising from development projects. This includes preparing Social Action Plans (SAPs), Resettlement Action Plans (RAPs), and other related documents.
4. Collaboration with Stakeholders: Engaging with public sector entities, donor agencies, and other stakeholders to ensure effective project implementation and compliance with environmental and social standards.
5. Advisory and Compliance: Providing advice on environmental compliance and regulatory frameworks, especially for foreign-aided projects under the local government systems.
Key Qualifications and Experience
To be eligible for this role, candidates should meet the following qualifications and experience requirements:
Educational Qualification:
– A minimum of 16 years of education in Environmental Engineering/Sciences from an HEC-recognized institution.
Professional Experience:
– A minimum of 12 years of post-qualification professional and technical experience in environmental and social management, especially in the areas of environmental assessments and social safeguards.
– Demonstrated experience in developing and implementing IEAs, EIAs, EMMPs, SARs, SMPs, and RAPs.
– Prior working experience with public sector organizations, donor agencies, and an understanding of government environmental regulations.
– Familiarity with foreign-aided projects and local government systems will be an added advantage.
